Constitution and Bylaws

ARTICLE 1

NAME

The name of this organization shall be The Art Club.

ARTICLE 2

MISSION AND PURPOSES

Section 1: Mission

            The mission of The Art Club is to promote the arts in the school and in the community through the development of student artists.

Section 2: Purpose

            The organized instruction relating to the mission is a part of the art education program of the school.  The purposes of the organization shall be as follows:

ARTICLE 3

ORGANIZATION

This shall be an organization of students enrolled in Godley High School.  Members must be currently enrolled in or have successfully completed at least one year of high school art.  The Art Teacher shall act as sponsor.

ARTICLE 4

MEMBERSHIP

Section 1.  Membership in this organization shall be (1) active and (2) associate.

Section 2.  Active membership – Any art student past or present regularly enrolled in Godley High School is eligible for membership.  Members may remain active as long as they maintain 90% attendance with passing grades in all of their classes.  Members must attend 70% of all meetings, regular or otherwise, and adhere to the student code of conduct for extra-curricular activities.

Section 3.  Associate membership – Former active members and other adults who share the goals and purposes of The Art Club and who wish to support the continuing development of art students and the arts.

ARTICLE 5

OFFICERS AND THEIR DUTIES

Section 1.  The officers of the Art Club shall be president, four vice-presidents, secretary, and treasurer.

Section 2.  THE PRESIDENT shall preside at all business meetings of the club, shall guide the work of the year, and perform all duties as president.

Section 3.  THE VICE-PRESIDENT OF PROGRAMS shall be an aide to the president and shall, in the absence of the president, perform the duties of that office.  This officer shall work with a committee to plan programs and activities for personal development and appreciation.

Section 4.  THE VICE-PRESIDENT OF ACHEIVEMENT shall chair a committee to plan and promote contests, shows, and career development.

Section 5.  THE VICE-PRESIDENT OF PROMOTION shall chair a committee to plan activities that promote the school and community through the arts.

Section 6.  THE VICE-PRESIDENT OF PUBLIC RELATIONS shall chair a committee to promote the arts and the activities of the club in the school and community.

Section 7.  THE SECRETARY shall keep accurate records of the proceedings of meetings of the club, and a current list of active and associate members.

Section 8.  THE TREASURER shall keep an accurate record of receipts and disbursements, make reports as directed, and disburse money as approved by the active members of the club.

ARTICLE 6

ELECTION OF OFFICERS

Officers shall be nominated from the floor and elected by the active membership during the third regular meeting of the club during the fall semester.

ARTICLE 7

MEETINGS

Regular meetings will be set at the first meeting.  Other meetings will be set according to the approved programs and activities of the club.

ARTICLE 8

AMENDMENTS

The Constitution may be amended at any regular meeting by two-thirds (2/3) of those active members present and voting, provided a copy of the proposed amendments have been distributed by the Executive Council, at least 30 days prior to the meeting, to every active member.

BYLAWS

ARTICLE 1

DUES

Section 1.  The collection and amount of dues shall be determined by a majority vote of the active membership upon the recommendation of the officers during the second regular meeting of the club.

Section 2.  The fiscal year shall be from September 1 through August 31.

Section 3.  Dissolution or Liquidation – upon final dissolution or liquidation of the club, and after the discharge or satisfaction of all outstanding obligations and liabilities, the remaining assets of the club shall be placed in the activities budget of the high school to be used according to the direction of the principal.

ARTICLE 2

OFFICERS

Section 1.  All officers shall serve a term of one school year.  Officers shall assume office at the meeting in which they are elected.

Section 2.  If a vacancy occurs in any office except that of the president, it shall be filled for the unexpired term by election.  In the case of a vacancy of the presidency, the vice-president of programs shall succeed to that office for the unexpired term.  The vacancy thus created in the office of the vice-president of programs shall be filled by election.  If an officer cannot fulfill the responsibilities of that office, he/she will be required to resign the designated office.

ARTICLE 3

BUSINESS MEETINGS

A quorum shall be a majority of active members.

ARTICLE 4

EXECUTIVE COUNCIL

Section 1.  The Executive Council shall be composed of elected officers.

Section 2.  The Executive Council shall meet once a month to coordinate the business of the club and plans for the meetings.

ARTICLE 5

SPONSOR

The art teacher(s) shall act as sponsor to provide guidance and assistance in carrying out the plans of all club activities.  It shall be responsibility of the sponsor to determine the continuing eligibility of active members.

ARTICLE 6

PROGRAMS AND ACTIVIES

Section 1.  All programs and activities shall be planned in accordance with school board policies.

Section 2.  There shall be no programs or activities, which allow for the promotion of tobacco, drugs, alcohol, gangs, or the degradation of persons according to race, creed, or gender.

ARTICLE 7

AMENDMENTS

The Bylaws may be amended at any regular meeting by two-thirds (2/3) of active members present and voting, providing a copy of amendments have been distributed by the Executive Council, at least 30 days prior to the meeting, to every active member.

ARTICLE 8

SUSPENSION OF THE BYLAWS

Section 1.  When the Art Club wishes to do something that cannot be done without violating its own rules, and yet it is not in conflict with its Constitution of Bylaws, or the fundamental principles of parliamentary law, it may suspend the rules that interfere with the proposed action.

Section 2.  The object of the suspension must be specified and nothing else can be done under the suspension.

ARTICLE 9

STANDING COMMITTEES

Section 1.  There shall be the following standing committees:   Program Planning Committee, Achievement Committee, Promotion Committee, and Public Relations Committee.  Each committee shall meet once a month to plan and organize activities within their areas of responsibility.  The appropriate officer chairing the committee shall submit plans and progress reports to the Executive Council. 

Section 2.  Special Committees – Special committees shall be appointed, as needed, by the president in consultation with the sponsor to carry on the work of the club.
